They have paid this man to grab Agatha and deliver her to them. But after he grabs her and ties her up, Agatha tries to make him a better offer. The man refuses and gags her. Then as he ties her more secure and lets her struggle around, he starts to think about her offer. He removes her skirt and pulls down her bra. This tempts him even more. He figures out that Agatha has more to offer him as she reaches back and pulls up the back of her girdle. It becomes obvious to him that she wants him to get into her girdle and then give him more money than he was previously offered.
